I'm sure on their website there is some sort of contact form. Usually complaining will just get you some free coupons, not something actually done about the problem. I know at my local Taco Bell when you go through the drive-thru there is a little sign that says something along the lines of "Call this 800 number to tell us about your Taco Bell experience", so perhaps check with the local store or manager.

Try going to the actual Taco Bell first and speaking with the manager or owner, they can usually solve all your problems right in the store, plus if you're going to complain about them or their store the least you can do is go to them first.
Then if they can't solve it or don't solve it the way you want it to be, then go to the corporate office about it.
Plus, they probably have enough problems of their own. I always say if you only have THAT to complain about in your life then your doing pretty damn good if you ask me.
Some people have way worse problems you know.
I don't want to be mean, but I own a franchise and I hear some real lame complaints, if you're going to spoil someone's day with a complaint (b/c everyone loves a complainer) then just make sure it's a good one. Like you seen a mouse in the restaurant or something.

whoever you contact, they'll most likely apologize and send you free coupons, and the problem in the restaurant won't ever be fixed, like all fast food chains do
