It is at ground level so you won't get shocked-but why not use insulated needlenose pliers just to be safe!

Sure.
Plug a light or a fan into the socked, anything with a two prong plug. Now turn the Item on and go to the breaker box and by using a breaker, turn off the fan or light. Now the socket is dead and you can SAFELY remove the prong that broke off in the socket. Remember to replace the connector that broke also. Those ground lugs are there for a reason and it's not because they are pretty and balance out the plugs appearance..

Yes, the third prong in the middle? You can grab that without fear, but be careful since it isn't far from the other ones. The Ground prong will have no charge to it though, so you should be safe.

The grounding prog should not have any charge. However, if you have a faulty applicance in the house that is leaking a charge into the ground and a faulty circuit breaker switch that is not resetting it you might get a bit of a shock. However the possbility of that happening is pretty small.

Stop! Turn off the power at the breaker. If you're not sure which switch, turn off the main breaker or all of them to be safe. It isn't wise to fool around with electricity if you are a novice.

I would turn off the circuit breaker, but if that is not accesable to you, you can use sticky tak...get it good and pliable, kneading it well, then push the sticky tak into the outlet, make sure it gets in there good, pull it straight out and VOILA you have your male counterpart...Works all the time...does not work for keys.

You wont get shocked as long as your "sure" its the ground!!
But, I would "still" want to grab it with a pair of needle nose pliers or regular pliers with a rubber or plastic coating,... just to be sure :)

you should be alright as long as you dont touch any other wires but just to be sure cut off the power at your circuit breaker.
