When a seller ships your item to you, the seller might let you know how long you should expect to wait. They sometimes even include a tracking number.
If your item is taking longer to reach you than you’d expected, you can contact your seller and ask about the shipment. The seller's email address is on the End of Auction email you received and is also available by clicking on the seller's User ID on the listing page.
If you would like your seller's phone number, you can request full contact information for any eBay member with which you are involved in a transaction. First, click on the “Advanced Search” link under the Search button at the top of the page. Next, click on the “Find Contact Information” link in the left navigational panel.
If you don’t receive your item a significant amount of time after the seller said it would arrive, you may be eligible for eBay's Fraud Protection Program.

The only way is to look for feedback. Try and communicate with the seller before you buy the item. I have used ebay for 10+ years and I never had problems with them. Always check feedback and try to use paypal to purchase your item so that you are protected against getting ripped off. They will recover your money if you dont get your item.

First off, check the seller's feedback to see if anyone has left negative feedback.
Secondly, if you got ripped off, contact the Ebay authorities *IMMEDIATELY*. Buyers and sellers are bound by legal contract to keep their end of the bargain.

report the seller for one and then make sure u find ebay members that use paypal and have verified the paypal acct
