Congress has a short attention span. Even if the Republicans stop being the majority party, the Democrats will have little incentive to impeach Bush. It doesn't gain them anything politically, and being able to point to a Republican like Bush is actually a benefit to the Democratic party.

Besides, impeaching Bush would leave Cheney in charge, which is arguably worse.

Yes, there are multiple grounds for impeachment, including willful violation of federal law and violation of his oath of office. However, there's just no political incentive for either party to do so. Which leaves us back with politics as usual.

He's done nothing to warrant impeachment. The WMD's have been found so get over that subject. Don't let the media and their scare tactics keep your brain all twisted up and needing more pot. Try and keep off drugs man your brain will work better that way.

If the Democrats take control of both houses of Congress (and it does have to be both, just one and they may feel it won't work) then they may do so. But they are afraid it might work against them also, just like it worked against the Republicans when they did it with Clinton. It seemed to actually raise support for Clinton, and the Democrats may be afraid it will do the same for Bush, so it might not come even if the Democrats take control of Congress's houses.

But even if they do, the votes probably will not be there to get rid of Bush, so they would only be doing it to make him answer for his actions so far and therefore try to make him look bad, not to kick him out.
