Should I keep adding new top soil and mulch after every rain? The trees look healthy and are blooming.

I just went out to check mine. I would add some topsoil and mulch because I see no sign of the roots being above ground on mine. Maybe the hole wasn't dug deep enough when it was planted.

According to "The Dirt Doctor", no, as this will stress the tree:

"One of the most common causes of stress in trees is deep planting. Make sure the tree is not too deep. The root flare should be exposed and visible above the ground as shown in the photo below. You can remove the soil yourself if the work is done very carefully, it’s best to hire an arborist to remove the soil with the device called the Air Spade."

It sounds like your tree is doing just what it should. The effects of stress, especially in crape myrtles, can include aphids, plant lice, and other infestations, so be careful about covering up your roots.
