They probably had more than just your account number. Most likely, they also had your name and SSN (maybe even date of birth) and they most likely got this information from a trusted source (banker, lawyer, doctor, etc.) or from good old fashioned mail theft.
Mail thieves will steal your outgoing mail to get a copy of your checks (never ever put up the red flag on your mail box, the postal people are required to check your box every day and they will get your mail, the red flag is just a tip-off to the thieves that you have checks in the mail). They will also steal your incoming mail to get account statements and that usually gives them enough information to access your account (depending on the security at your bank).
You should contact the bank to find out exactly how it was accessed and inquire about their security procedures. At my bank we ask 5 security questions, and if the person can't answer all of them, they are not given any information unless they come into a branch and present two forms of ID as proof of who they are. If your bank was lax in it's security, they are going to owe you the money.

They should be able to access it, but not actually withdraw funds. They should only be able to see how much is there, how long you've had the account open and stuff like that which is public information for the most part.

they don't need to have SSN # if they have ur date of birth and the name of ur bank and routing number and account number that's enough
if u talk to a telemarketer and they got ur sign authorization like record ur voice it is easy to use it like any thing

it's called identity theft and it is a major problem in this world. You need to go to the bank and start the process, call all of your creditor's and they will red flag your accts for you. Good luck it is a nightmare.

how do you know they had only your account number? They might have got more of your personal info without you even noticing.
