if you can't delete it because of a contract, etc.
first just delete everything on it,
tighten up spam settings to the maximum...
let it sit and simmer a little while,
try changing the name of it,
tell whomever provides it you don't want it anymore ,
and don't pay the bill.
you are not clear on what is the problem...

The easiest thing to do is to replace the main page file with a "Sorry, we're closed" page without any links.
This file is typically index.htm - though depending on how your website is configured, it could be many other things as well.

You can go to ftp://yourwebsite and sign in using your ftp account username and password
-when you log into ftp and see the files of your webpage, just select and delete them.
or you can publish out a blank page in the place of your index.html file.
