ok so this guy i like is my bros 4end and we have fun together but theres always ppl with us usually my bro and another one of his guy 4ends so this guy is really cool and he sometimes stares at me and i catch him and either he looks away or we just keep lookin at eachother and i flirt with him alot especially at this 1 party i was like all over him but i was all faded!!!!... to be honest i feel like he has some feelings there but idk other times i feel like he doesn't cuz he'll talk about other girls in front of me idk... he'll even call my cell phone and he'll talk to me real mellow toned and ask what im doing then asks for my brother like he callls me if my bro don't answer and well idk..... i just wanna know if he likes me as a friend or maybe a little bit more... thank you for your help!!!!!!!!!!!!!!!!!!

Next time he calls Ur cell ask him if he's alone, if he is then just come out and ask him if he wants to get together just the 2 of U.
If he says yes then he does like U, if he comes up with some other excuse then I'd leave him alone and let him come too U. But when he's around Ur brother and his friends he doesn't want them to know that he has the hots for his sister, so he plays it cool. If U don't have enough confidence to ask him out, then just play it cool around him, maybe even ask his advice about another guy, if he likes U that will definately get his attention, guys like a little competition whether they'll admit it or not.

Sometimes the direct approach is best, just ask. But if that seems too bold for your liking, look for the following signs. Pay attention to your conversations with the person in question.
1) Does this person show a special interest in having a conversation with you and, once started, make an effort to keep that conversation going?
2) Has this person taken a sudden interest in your life and hobbies? This is a sure sign that he or she is interested in something.
3) Other elements of body language include frequent eye contact, holding your gaze and looking down before looking away.
4) Does the person you're wondering about just plain smile at you a lot?

well i think all he can do is like u as a friend. u r his friend sister and that makes it hard for him to even do anything. he might be looking but he turn away cuz hes like oh man im checking out my friends sis. so yeah and that night u were all over each other was just one of those wild nights. just the only thing that strikes me is that he calls and talk to u. which means he does like to talk to u. im thinking the only thing that may be stoping him is that ur his friend sis. can u imagine if u guys did try to do something what would ur bro think. this is just one of those thing that guys will not do and that get with a friends sister. i know not what u want to hear but im just telling u the what i think and know. if u really like the guy then tell ur bro that. see what he will think he might be kool with it but then he might not. so i think all u can be is friends and is that so bad. good luck

Sounds like you should go for it. You sound a bit young, so be careful, especially if it's your older brothers friend. But by the way you put, he's completely into you. And it sounds like you dig him, so I vote yes, go for it. Looks like he's not a close friend so it's not going to make anything wierd if you try or ask.
