Window airconditioner unit question?

In the window installed airconditioning unit, does the fan blade supposed to touch the water in the pan and splash it onto the radiator? It's installed not completely horyzontally and the blade does't touch the water level, what's the right way?

You may not have had enough humidity to make enough water to throw it on the rear coils. I know sometimes if the humidity is high, you hear the water hitting, when it's low, you don't.

Just make sure the water is draining from the back end though!!
