If you are asking as a prospective business owner its mandatory to pay into workers comp. If you have a need because of a health problem apply for social security disability, or supplemental security income if you don't have a work record long enough to qualify for disability. The application is for both anyways and they will let you know if you qualify for one or both. Speak with an attorney immediately if your turned down. They won't charge unless you win your case then they take a portion of the back money your owed.

Depends on State Law. If you are in California you can file for California Disability which is part of the Employment and Unemployment system, but make sure you have some help or legal advice before you file. The State will not help you with your claim other than give you paperwork to fill out, but the law includes more than just what ED Department will do for you.
It all depends if you are found to be unable to work, which is a doctors call. The State will bring you in examine you also. So get help.
One of the other answer you have suggests Social Security Disability which you also need help with. Please do not try to do it yourself. Get some advice. Find a Social Security Lawyer, they can help you.

Some companies offer short and long term disability benefits through insurance companies. That's about the only other option for a small business, but check your area, Worker's Comp may be compulsory.

Self insurance - but that is risky and expensive depending on your situation. Basically, you're gambling that it would be cheaper to pay those expenses out of pocket than it would be to pay for the premiums for workers comp insurance.
