For the 90s...it would have to be Animaniacs and Pinky & The Brain.

For the 80s...I love Garfield. I watched many cartoon shows over the years...but it's the one you want to see again after all these years that are "best" in my opinion.

The best cartoon definitely has to 'The Mysterious Cities of Gold', which revolves around a young Spanish boy and his two friends traversing across to South America to search for the Cities of Gold and his lost lost father. I adored it when it was first aired when I was about five and my love for it has been rekindled since I've managed to track down the series on DVD. It's one of those rare cartoons that has an absorbing storyline, interesting characters and refuses to dumb down just because it is aimed primarily at kids.

'Sebastian and Belle' is another childhood favourite of mine. It's about a French boy who is searching for his mother across the Pyranees with his big mountain dog in tow.

Okay,so when i was a kid,i really liked the smurfs.Lala la lalala and gargamel. That was the 80's.But now,looking back,I would have to say the simpsons.Man,my kids still love them.They even watch the old ones .I know sometimes they are asinine ,but atleast they're watchable.

There are so many to choose from. I say either Teenage Mutant Ninja Turtles, Muppet Babbies, or Duck Tales. (As soon as I read your question the theme songs from all 3 of these poped into my head.)
