You can't tell the power by the gun, but rather the amount of powder in the bullet. A .38 will take all different kinds of ammo from different manufactures. The casings are made of different materials and the shape of the point of the bullet can be different too. As for power, the bullets for the .38 can have different amounts of gunpowder in them. Force meaning mass times velocity......mass can be affected by the material of the casing, and velocity will be affected by the amount of gunpowder

It's low on the power scale. Under the 9mm PARA in power. avg load has 150lbs/ft muzzle energy. About the minimum for most self defense users.
