It may be normal.
However because of the hormones which to chickens ad cows etc to make them produce more food cheaper. There are hormones which are not supposed to be in our milk chicken poultry.
In effect we are all taking the hormones through what we eat.
These hormones are know to bring on the onset of early puberty. I recommend that you check out Natural food stores and do a bit of research on line.

Of course not! Some girls mature faster than others. I was developing breasts at 9. I hated it because I was the only one. The only thing "wrong" (just my opinion) is that the sooner a girl starts to menstruate (I started at 11), the older she will be at menopause. Don't know why but it is a fact.

yes thats perfectly normal now at that age shes just fine shes just getting ready to start growing into a little lady its not uncommon at that age my daughters 9 and his going through the same thing
