It was finished around 15 years ago but then they realise it was too small as soon as they built it but having built it they couldn't then close it and re-build it so they have been having to improve section of it bit by bit apparently over a 25 year plan. 10 more years and they'll have finished
either to find its too small again or that we have all trashed petrol cars for Fusion powered flying transports..
who knows 5 years is a long time in technology!

it was finished a long time ago it was just never finished right.. did you know there building a new ring road around London in two or three years time and that means another 10 or 15 years of road works good or
