A tattoo is a lifelong committment. You're essentially choosing to scar yourself for life. Yes, there are procedures to remove them, but they're even MORE painful (not to mention expensive) and typically leave scarring.
Before you decide on a location on your body, think long and hard about WHY you want to get it, and what you want to get. Make sure it's something you're very committed to, and that you'll be comfortable looking at for the rest of your life. Is it something you'd ever be ashamed for a friend, boyfriend, parent or (future) child to see? Then maybe reconsider it.
Once you've decided on a design, make a copy of it, and tack it to a spot where you'll see it everyday (your bathroom mirror is a great spot). Leave it there for 6 months. If at the end of 6 months, you still love the design, then go for it.
As for locations on the body, while it's more painful than other spots, your best choice is an area that's more bony than it is fleshy, and that won't tend to stretch/sag as much as other areas over the course of your life (spots like the belly, breasts, thighs, rear end, etc... will all grow and chage shape over time -- keep in mind that your tattoo will change shape with them, and might end up looking distorted over time).
Areas like the ankle, shoulder and lower back are a little less prone to changing shape (though they will as well if you gain or lose a lot of weight at any point), so your artwork will retain more of it's intergrity in those areas.

First of all I will share something with you that no one explained to me. The closer the area is to the bone, the more it is going to hurt. So take that into consideration when you decide.
Second, have it done by a professional.
Third, put it some where that it can be covered if need be. Some employers will not hire a person with tattoos. I had a female friend who got tattoo happy and had several of them scattered all over from head to toe (her face and hands too). She could not understand why the only place she could find a job was as a bartender at a biker bar!!
Another piece of advice...don't use anyone's name looks like a brand. Then what happens when you split up....time for a cover up job that usually turn out looking really bad.

I think the lower back is great coz you could hide it or display it depending on your mood! I heard it hurts a lot though, and I wouldn't get it done since I'm not that fond of tattoos lol...But everyone has different tastes and opinions etc...so I'd say lower back, on your shoulder, at the start of your neck would be great places in my humble opinion lmao...

i like it on the back of the neck or on wrists
i think its important to get it somewhere where you can hide it if you need to, i mean no woman can look glamourous and delicate in a ball gown with a big tattoo slabbed on her shoulder...so think about stuff like that, its important
i do like it on the lower back and the hip bone but i just think EVERYONE has got that and its bit boring now...get something a bit more original

I'm assuming you're a girl. The lower back is lovely and sexy and it's easy to hide a tattoo there if you ever need to.

Either no where on the body, are some place where when you get older and wish you never got one, you can hide it easily. Beware of lead poison and infection, and addiction, I've heard that once you get one, you'll want another one.
