in simple terms, your virtual memory is part of the hard drive that the computer uses as if it were memory
the rule of thumb is virtual memory is 1.5 times the size of your installed ram i.e if you are using 512mb ram on your p.c then your virtual memory would be 768mb
you can increase this ,but it wont make your p.c run any faster
virtual memory too low is a warning windows gives when it has used up all avalible installed and virtual memory,so if you are trying to run doom3(requires 384mb ram)on a machine with 128mb it will work but will use up all your virtual memory and you will get the warning
solution........a very inexpensive upgrade ..go to http://www.crucial.com/,and run the memory scanner to determine your type of memory module and then buy a memory upgrade
windows xp needs 256mb ram to run properly but i allways recommend 1gb ram to make your system future proof and to aid smooth running of your software
good luck

virtual memory unlike RAM is hard disk space that your computer uses as extra memory when your running alot of processes. This could mean you are low on hard-disk space. Usually your computer requires as much virtual memory as you have RAM. ie. if you have 256MB RAM, you should have 256MB hard-drive space for the virtual memory.
