the first thing you will want to do is to log on as administrator.
go to start -> control panel -> administrative tools -> computer management -> users and groups -> right click on a user(do this for all users one at a time) and select properties -> under member of tab click add. -> type in administrator and click OK.
at this point they all the users that you did this to will all be part of the administrative group. they will all have the same rights. they will all have full control over everything.
if you do not want this...
instead add them to the power users group.
do not delete the admin account. just hit (CTR + ALT + DEL) and click change password. set a password/change the password for the administrator. that way if anybody accidentally changes something there is always an account higher up to try to fix the problem.

You need to log on as the Administrator first.

Then go to Control Panel, then USER ACCOUNTS and just delete all the users on the computer. Then you will need to make it so that the Administrator is set to not have a password so that whoever logs in will go directly to Windows.

You can't. Administrator is a system default account that cannot be removed. Simply make people their own accounts on the computer and make them all members of the administrators or power users or users group, based on what you are trying to do..
