How can I make a free website where people can a ask me for advice and I can respond to them.

Well, the best way to do that would be through your school. First off, you'd need to set up a webpage. You'd need to buy a host, or if you wanted a free one geocities.com and freewebs.com are good options.
Then you'd need to set up the HTML - the layout, a form for your questioners to fill out that would instantly lead to your email inbox, and all that jazz. (HTML is internet lingo - If you don't know that, I'm afraid an internet advice site is a far goal.)
Once accomplished, ask a principal if you could advertise around school. Chances are that's the biggest and most problematic group of people out there!
