Yes, your employer can change the dress code, but he or she will have problems in terms of enforcement. There has to be a good reason for the change, and if they try to terminate your employment because you have tattoos, you can always file a complaint for discrimination, especially if there's no good reason for the new policy. Your employer should make reasonable accommodations for you (for example, letting you wear something that will cover the tattoos), and if they insist on the "no tattoo" policy, they have to give you a reasonable amount of time to have them surgically removed, but again, you can argue that if the employer doesn't have a good reason for the no-tattoo policy.

Yes he can and he can fire you if you if he wants to. The courts have upheld these actions (where smokers who smoked at home were terminated). I would talk to your employer to find out how you will be treated, if there is anything you can do to keep your job. If not, you have tow choices: quit and find a new job; or let him fire you and you will be able to collect unemployment while you look for another job.

If you work in a right to work state, yes they can. Unless you have a contract stating that your tattoos are ok, they can do whatever they want.
