Absolutely! Though many have a very fuzzy notion what the word really means.
Common usage presents it as a fondness or as a hormonal response, which is true enough, these days.
Used to be it denoted caring sufficiently for another person to be willing to put their needs before your own.
When God says it, He uses it as an action verb: to take care of without regard to worth or affection; to treat others as you would have them treat you.
Take your pick, and answer your own question.

Yes - of this I have no doubt. But I am also sure that some people are incapable of the emotion, too.
