Huh? I can only hope you are foreign posting on this site because your translation is off. I am thinking you are asking who should rule the world, and then asking if it should be racists, secular groups, a specific religious group, or a democratic nation or union. I am not totally sure.

I think this world should be governed democratically, by the elected representatives of the people in all nations. I think a worldwide government is NOT workable as of now, because there are so many differences in what people feel should be done. I would like to see elections in places like China and Iraq so the people could determine their own leadership, be it democratic, religious, secular, or something else. I do NOT think racism or hatred should be a factor in governance of an area. Look what that has done for Israel and the nations surrounding that area as things like ethnic cleansing and genocide occur. Anyone who ever says it is ok to govern in that way had better hope they never wind up as a minority. I rather think their attitude would change if they were the ones being ethnically cleansed.

Rule , what a rude word.
We still think in term of political views, but we are far from the true meaning of term politics, whitch came from polis cratein, that means organizing the city life, flow of food ,water, people, goods, needs, everything that makes quality of the life better.
And in todays petty political views, we seek the fight to se witch view of reality has a harder curency in military power ,or political thinkers ...
When we should realy think about finaly organizing this world for the good of the ALL involved, raising a global standard, not by making more richer americans russian europeans , but by making better education, for all, food ,water, peace, to give 2/3 of global population more hope.
"democracy",rasism,religius fanaticism,...that is all in our petty views, we seek only good for ourself, and following QUEENS music, " I WANT IT ALL , AND I WANT IT NOW" without thinking, whitout consequences.
Without some major changes in global views of majority of world population or at least in the population of big consumer states, there will not be change in global flow of money , help, that could allow equalizing third word and first world countrys.
So who is to organize it, certainly not USA, nor EU, Russia, Chine Japan of and socioeconomic military powers of today, nor UN,
we need new way of thinking that will give birth to a new kind of institution, which could lead the world not on power of burocracy but on meritocracy of people who will be serving the global comunity on humanitarian reasoning and who will be proud citizens of the world we call EARTH.
