This is a post I saw on IMDB:
Okay, everyone's been freaking over how and why Capt. Barbossa is still alive. If you watch the first movie, you'll see why.
First of all, Barbossa wanted Will Turner's blood to sacrifice with the Aztec gold, because Elizabeth's didn't work. However, it was Jack's blood that was used (because during his duel with Barbossa, Jack cut his own hand, remember?)
Second, Jack shot Barbossa BEFORE Will dropped the coin into the chest, meaning that at the point old Barby was shot, the curse was still in effect.
Third, when Barbossa "dies", he falls onto the pile of coins next to the chest. However, in the scene later where Jack steals a crown from the treasure and talks to Will, the camera pans slightly over to the right. The chest is in the background, but Barbossa' body is not there.
Finally, there's the monkey. In case nobody noticed, the damn thing is STILL undead, which means that el curso is still somehow in effecto. The other cursed pirates were cured because Will had already dropped the coin, but Barbossa was still alive. And, he could have made the monkey take a coin and hide it somewhere, which explains why the monkey is still cursed and Barby isn't.
There. That's why he's still alive, even after being shot. Happy?

Try watching the DVD (after it comes out) with captions on. It's under languages. Nobody knows why Barbossa came back.
When Jack took the coin in the first movie, that meant that, in order to lift the curse, Will AND Jack both had to put blood in. If you notice, when Will drops the coins, his own hand was cut.
True, when Barbossa was shot the curse was still in effect, but that bullet was still lodged in his heart when good old Will lifted the curse.
After the credits on the first movie (yes, AFTER the credits), the monkey showed up, climbed over Barbossa's body, and took a coin. Barbossa's body was there, so it might have just been a mistake that he wasn't there when Jack took the crown. The monkey was then cursed. You see?

i thought it was a little confusing, too...but i still loved it!!!! i think tia (the witch doctor) brought barbossa back to life because she can see the future and knew that he could help them find captain jack or he never died in the first one cause the monkey jack took a coin at the end of the movie!!

That is the problem with a swing film (the second film of a trilogy), in that it gets rather confused with all the plot turns and machinations, plus that you cannot honestly resolve anything.
All your questions will be answered in Part 3 (due for release, Memorial Day, 2007)

It really wasn't all that confusing, the only part that was confusing, was when barbossa came back.
