Talk to your doctor. Get a physical exam. While you are at it, see your eye doctor and get a dilated eye exam.
Let's see if we can reduce your risk of illness, heart attack, stroke and blindness.

a brisk walk is always better at any age. Jogging or running, while popular with many, break down the knees rather quickly. The human frame was not designed or intended to do more than sprint to escape danger. A brisk walk over a short distance, or a comfortable walk over longer distance is the way to go. "Brisk" meaning you cannot comfortably maintain a conversation while walking. The key is to listen to your body, "no pain, no gain" is a lie. Start slow and work up to what is just outside your comfort level.

Brisk walking is typically better b/c running/jogging puts great amounts of strain on the joints, especially the knees.
B/c everyone is in different physical condition and b/c someone at 65 may have health considerations, it is best to ask your/their doctor what a target heart rate should be and then get a heart rate monitor. This will help to maintain a walking pace that is increasing your heart rate an ideal level.

You will get the same benefit from a brisk walk as jogging. Get your heart rate up for 20 minutes each day.
Walking will put less stress on your knees & back. Get good shoes and carry a cell phone with you.

I would recommend just brisk walking, unless you are in excellent shape (then you might want to try jogging). Go at a comfortable pace, making sure not to be pusing yourself too hard.

Probably walking. Go as fast as is comfortable - as long as you're not gasping for breath and can keep up a light conversation.

Gauge the person's ability, don't make them hang on the car door handle and run!
