Yes they are. But they are not intended to have sex in a pool or tub. The water might get in through the opening and tear them. The chlorine (in the pool) can make the condom break.

Yes. They are non-porous, so that the semen cannot escape. Water molecules are also large enough that they are blocked by the membrane of the condom.
I'm not sure to what degree condoms are non-porous (i.e. how small of a molecule they will block), but they supposedly keep the viruses at bay, so they must be pretty tight.
If you mean can they be used in water, there are a lot of factors at play there like the others have pointed out.

Yes. They will only work effectively if you put it on out of water then go under, this will create an air tight seal.

Being latex they are but say you had intercourse while in a steamy bathroom, it is most likely to tear or break.
