Do they have any concept of what color is? Do we?

I think that color can be "felt." I would say that blue is like cold water. If they could touch it, they could maybe feel what it is like.

You use textural descriptions. Blue is like the feeling of cool water flowing through your hands whereas yellow would be the feel of warm water and red would be hot. That's just one way, yet blind people understand texture.
You also can use scent/taste for color, and most blind folks have very sensitive noses (olfactory sense). For instance the smell/taste of grape juice would be purple, and a banana would be yellow.
For anyone to think that a blind person does not understand the concept of color is really shallow; they sure as heck understand darkness, which to some blind folks is black, and to some is never-ending out of focus images that make no sense.

Blind from birth would have no concept that we could relate to in terms of color.

Since blue is a "cold" color, I would give the person an ice cube to hold. This to me would describe blue.

check out GE Moore's concept of the Naturalistic Fallacy.

In short there is no way of describing a colour to someone who has never seen it - in the same way we can never be sure that what person A calls 'blue' is what person B sees eg person A may see what person B calls 'green' it just happens that their experiences and labels correlate.

Its down to our intuitions.

I was going to say touch them with a cold object and then a hot/warm object so could describe color as in red and blue hot and cold opposite, (others have said too) and.......
our emotions...
When feel in a negative mood we feel blue and a positive mood warm to hot glow within

Play "Rhapsody in Blue" by Gershwin. That piece may help them understand the bold yet often subtle nature of the color blue.

Take a cold object...like ice and let them feel it..and cold is normally blue...then take a hot object and have then touch that...Hot is normally red..you should watch the movie MASK with Cher...It shows a blind summer camp and how they learn things...

A visually impaired person has the sense of colours(not the sight). A kiss on his forehead can make him identify blue.
