1. Never walk around the office without having a stack of papers with you. They can even be blank pages, yet never get caught with your hands empty at the office.
2. Use broad language so if someone asks what you are doing, you can say, "I'm assessing the impact of the factors given to me by my direct (your boss) to analyze for this project and am looking forward to providing the results as per their schedule, and everything is running right on time." You just said a whole lot of nuthin', yet nobody but you will know.
3. Eyes always up and look at people directly. People that walk around with their heads down at work either are perceived as depressed or as having something to hide.
4. Understand that the most effective employees are the ones who have little to do because they are efficient and intelligent. Most humans are unable to focus and that's why most folks don't make a hundred grand or more. It has little to do with ability and a lot to do with focus. So look focused and motivated. In other words, always be friendly, yet have high energy because it makes you seem knowledgeable and busy.

The key is to have several windows or applications running simultaneously on your computer - some of leisure and others work related. When you hear or see the boss coming towards your office use the windows ALT+TAB feature to switch over from surfing the Internet to an excel spread sheet. Works every time.
Also: The news is typically OK to read while at work - I've yet to have a boss complain. This also is a great time killer while keeping you up to date with worldly events. Kill two birds with one stone! I personally like to browse Yahoo Finance! or the obvious Yahoo Answers!

3 things to do to look busy
1 - there has to be something you want to learn about at work that you don't know about -- research it, print it off and have it cover half your desk -- read through it every once in a while and highlight stuff
2 - look for courses. You're not busy, fine. Maybe they will pay for you to get more busy :) Use Excel, it always makes you look busier
3 - never EVER chat or have personal calls at work. Ever ever. It looks very bad.
If none of these apply to you [no computer no desk?] - then just LOOK busy. If you're bored at McDonalds, my manager told me when I worked there just to wipe stuff. Clean something. Be on the move. Just don't pull out a paperback :)

You need to pursue additional assignments which will let your boss know that you are an asset to the department. Reveal to him that you have time for extra-curricular assignments. Do not volunteer the information that you have no work. Do this quickly. He\she will find out sooner or later that you aren't performing if he/she hasn't found out already.
Take the assignments you already do and upgrade them to maximize your efficiency. If done right, you could be eligible for a raise. At least a commendation.
Listen closer at the workplace. There are projects that need to be done that haven't been initiated. Take the initiative. Before you know it you'll be asking 'Answers' how to manage your time.
Good luck!

Personally, I'd either ask the boss for some direction, or initiate a project on your own. Well, unless, you want to be stuck in the same, boring, meaningless job for the rest of your life. I'd try to work for a promotion and do stuff to get ahead in life instead of just sitting on your bum doing nothing, but hey, that's just me.

May I suggest that you start to initiate your own project appropriate to the company you are working for. Get something start-up and keep your boss informed of progress. Your boss will sit up and take note that there is someone willing to risk-going with the progress of the company. Wish you success.

You are waiting for work to find you. You must go out and find work. Filing. cleaning, organizing, researching, these are all things you can do. Ask your supervisor for additional tasks and be willing to take them. You are just sitting around waiting for the end. Your days will be more fulfilling if you stay busy.

You could go through old files adn see if anything needs to be updated. Update phone or email listings. If you deal with any numbers, go through the books and "reconcile" them. Throw away stuff that is not needed anymore. Ask your boss for more work. They really do appreciate that!

You can have the best jobs to make you quite busy at the following sites. Please check them turn by turn. I am fully confident that you may not be disappointed as they may suit your requirement seeming to be quite legitimate. The sites contain complete details, including background of the companies, which is normally missing in fly-by-night companies:
http://LD.net/?a2zclassics
http://tinyurl.com/okzxb
http://www.treasuretrooper.com/110557

I have also come to know that some organization, named probably "Home Business Centre" has a big list of prominent survey sites and sells at some price, which I am not aware of. In those cases selection of work or organization depends at your own choice. Better, for further details, you may contact direct, the email of which is: earn@soon.com
