try cleaning them with alchohol, if not you may have to by a cd buffer to fix it

It sounds very weird, but put some toothpaste on the shiny side. The ingrecients in it will buffer in the little scratches that CD's have. Just put a little bit on and then spread it around the CD and then wash off. Just don't use any special toothpaste! No gel or fancy flavors. Just regular toothpaste

There are actual "fix" kits that are sold at Wal-Mart or Target. It comes with a machine that the disc runs through so that fingerprints and scratches can be erased. It cost about ten bucks and works well on all the PS2 games my sons mess up.
