a window can be placed right on the floor ..but its best to raise it 4 inchs .off of the floor to allow for your molding and helps prevent cold drafts

a window can be placed as close to the floor as you like but anything closer than 16 inches must be tempered glass. this is so any child falling into the glass will be less likely to be harmed.

There are commercial glazers who do Structural Glazing.....Where the glass could be the wall from ceiling to floor.

it depends on your local building code,most home inspectors would bring your attention to any window below 30 inches as a possible code violation or child safety hazard.
