I think both of the previous answers (muscles and blood sugar) have a role, but you also have to consider the nerve impulses. For a nerve signal to get from your brain to your finger takes about a tenth of a second (order of magnitude). This dictates how fast you can do things consciously.

Note that people who practice things long enough to get them into reflexes can go much faster. Some musicians, for example, can play 20 or more notes per second, if it's a familiar piece that they have practiced a long time.

your sugar levels or alcahol intake have lots of both these things and you will be naturally shaking so youll probably tap your fiinger lots of times per second!!

your muscles. i used to play video games a lot so i can tap really fast.
