I bought a vanity 800 phone number years ago. I have been paying the bills for a while with the expectation of selling the number later. Is this possible?

no not really. Even though you bought the vanity number, you don't own it. The telephone company owns it. Therefore, you don't have the ownership rights to sell it yourself.
