Yes they are normal and get even more pronounced in pregnancy. There are tubercles on the areola (dark circle around the nipple) called Montgomery's tubercles. They have been reported alongside breast lumps and nipple discharge in teenage girls and were found to resolve by themselves.

Your small bumps are most likely these tubercles and I would not worry about them unless there is pain in the nipple or abnormal discharge. In any case, if you are still concerned see your doctor for peace of mind

These are called Montgomery's Tubercles. Totally normal. Some have more than others. In my own experience I noticed that after having children the area around my nipple (areola) became larger and the bumps became more pronounced. Apparently they are for providing lubrication while breadstfeeding.
