I need to delete a shopping district. and it wont let me select the garage item it is like washedout and so how can you get a garage?

I don't know if you can delete a shopping district or not. You have to have Sims2 Nightlife to be able to have cars and garages. The cars/garages are not included in OFB expansion pack. If you just want to have a garage (just for looks), you can download a "garage door" but it is just wallpaper made to look like a garage door. Sorry, but if you don't have NL, you can't really have working cars/garages.
