What do you mean, looks constipated? Horses can have bowel movements that are hard little balls, or have looser stool. Is your horse older? If so, impaction colic can be happening. But if your horse has bowel movements, it's not impaction colic. Does he act as if he is in pain?
Adding a little corn oil to your horse's feed won't hurt. Also, seven days out of the month, add Metamucil or a psyllium husk product made for horses (the same thing) to his feed. That will eliminate any sand he may pick up in eating from the ground.
Is his water fresh and placed where it is cool? (in shade?) He should be drinking enough if so.
To see whether your horse has sand in his bowels, take some of his manure, place it in a jar of water, shake thoroughly and let settle. If there is sand, you'll see it.

a lack of bowel movements is a big warning sign. the number one killer of horses is colic, and you should never take chances with it. have your vet look at him. any discomfort, excessive rolling, nipping at his stomach, off his feed, etc... could be an intestinal blockage, which can turn fatal very quickly. keep your horse hydrated... pinch two fingers full of skin on his neck and release, if it snaps back into place, he's fine, if it slowly sinks back to his neck, he needs more water. electrolytes can be supplemented and are always a good idea for working horses in trying weather conditions anyway.
colic can be caused by a number of things, ingesting something that isn't natural such as sand, grain being too rich, hay being too rich, eating too much, not enough water, and even just stress. be sure to have a vet check him out immediately.

if your horse is consitpated it must be seen by a vet quickly. Your horse may be in danger of what is called an impaction (or a blockage in the bowel) which can require a colic surgery to correct. By acting sooner rather than later you could well save your horses life & one hell of a vets bill! By treating your horse at this early stage your vet should be able to relieve the impaction through muscel relaxing drugs. Impactions at the moment are more likely to happen due to the hot weather - horses are getting dehydrated!

Make sure your horse is drinking enough water. They need to drink about 10 gallons or more per day. In the heat they need more.
Is your horses eting planty of hay and stuff? Make sure he is getting plenty of hay as that helps to keep stuff moving thru the gut.
If your horse is not drinking well try adding electrolites or kool aid to the water to get him to drink more.
Good luck.
