The first BOOK you're looking for is titled Beggars in Spain, and it's written by Nancy Kress. But this was originally published in 1993, and soon followed by two sequels: Beggars and Choosers (1994) and Beggars Ride (1996).

I've only read the first myself, but I especially like its realistic look at the human reactions to the genetically modified. Black and white isn't so easy to define for the characters, is it?
