Or Hispanics, or Asians? Am just curious. I know that there are towns of only Native Americans, but those are mostly on reservations. I do mean only. Running their city government and every facet of town life.

There are some towns with only black residents:
(ex. Nicodemus,Kansas.) There are many communities that are 90% black are higher: Benton Harbor,Michigan(92% African-American)
There are some places in Mississippi and Alabama with towns that are over 90% African-American.

It's not completely white, but Livonia, Michigan is the whitest city in America.

I would say that there are many that would fall under the 'mostly' black or white heading...
Examples:
Mostly white - Waupun, Wisconsin
Mostly black - Tuskeegee, Alabama
