If you're talking about background colors, those aren't actually downloaded, but generated on your PC. But, if there is a background image involved, it will need to download. It may still be a very small file that is repeated over and over in the background, so again it could take no noticeable time to download. But it's possible to use big images, or many images, which could make it slower.
But in general, it doesn't cause much slow down.

It make slower by increasing the size of HTML file but using the color is better than the used the images

web colors aren't the problem. Its how many images, how large are they, are they web color safe, etc.
Media makes a webpage load slow. not text or background colors.

Hi, i recommand you to try firefox. which run faster than IE.
it can block that annoying ads and disable any virus on webpage. as you know, most virus are spread through internet.
firefox is much smaller than IE, so it run faster than IE.
