Technically maybe, the more kinds of color in a picture the larger the file will become but not too much.
of course if you use a lot of graphics in the website, it will take longer to download all the picture files. esp. if you use things like flash animation or java which can be quite large.
But if you mean, like for example an all bright yellow website and an all black website will take the same time to download.

That depends on how the color is done. If with graphics, then yes. If by using CSS to color divs, not really.
