creating a website from scratch is very difficult.... however there a free site that let you create a more of a canned looking website.... or paysites that allow you to use a template to make a website... my host is www.1and1.com .
you can make your own from scratch or make own with their template... which is very easy... just have all the information ready and pictures you want to include and you will be set

One of the easiest ways is to use MS Word and save the info you input as HTML.
If you don't have word, you can use Netscape (free) or I.E. in the composer mode. Again these programs will generate the HTML code for you. All you have to do it put the text and pictures you want to display into the preview window.
When you are all done, save it as index.html which is what browsers look for to execute. Then upload it and the picture files you included to your website. If you don't upload the pictures as well, they will not show up on the web.
I do this even for pages for eBay.

or you can go to www.freewebs.com
you also need to know the html codes for some websites.
you can also make a website using microsoft frontpage but that you have to pay for you have to learn a lot of steps there is too much to talk about.

Your ISP (in service provider) usually will give you a 'homepage' start with that they usually have a website creator that you can use to make the site (I wanted to say, "always' but that's not true) It will take some time to download the site builder and read the instructions then to make your site! get an WYSIWYG editor (e g Frontpage). Get some templates that you can modify just like in Word, get webhosting and upload your site
