Land [which it appears some terrorists are seeking] is as much a financial resources as it is a political one. Exertion of one's ideas, interests, and influence through power [money or weapon] is what a lot of GOVERNMENTS do on a daily basis.
Organized crime tries to influence government to avert the interference of law enforcement or garner more access to avenues for income. How is this any different from terrorist organizations that have 'legitmate' political connections?

Any one can be corrupt: politicians, the police, narcs.
Underworld are organizations like the Mafia and the Yakuza, who live in their own "world", "under" society.
A terrorist can be right up front. Although the Mafia engage in acts of terror, they are not terrorists in the full sense of the word, like al-Quada or the IRA.
