That depends on the situation. Most of the time facing them and chewing them out does the trick nicely. Most people don't want too much trouble. Impressions of being docile makes you a target to most. However do be careful. Not all situations are that easy.

If driving, drive into a police station. If you have a cell phone, you can call the police.
If walking, cross the street and change direction. Go into a store or a well-lit place. If you have a cell phone call the police.
Do not confront the individual.

Let that person know that you don't want to be followed and if they still do tell everyone in your family about your problem. Tell the police as soon as possible!

Depends. Most likely, I would ask them what they want. *shrugs* I'm 6'4" and 300 lbs. Not many people scare me anymore. :)
