Depends what liquid you are talking about. Each chemical and element has a different temperature in which it turns from liquid to gas. Water goes at 100 Degrees C, something else is completely different.

At the vaporization point of said liquid. For instance water vaporizes at 212 degrees Fahrenheit or 100 degrees Centigrade. This is at sea level, higher elevations make for lower temperatures because of less pressure. Like I've taken the temp of boiling water here in Salt lake at an elevation of somewhere around 5000 feet and it boils closer to 198 or so. And of course different elements vaporize at different temperatures, so it really depends on what and were, and possibly who as well.

At atmospheric pressure, a liquid can turn into gas if the tempereture is raised. At tempereture higher than the BP, it will be all vapor.

At atmospheric tempereture, if the pressure on the liquid is reduced(vaccum) below its own vapor pressure, it will turn into vapor,

In the opposite direction if you decrease tempereture ,or increase pressure on the the gas, it can be converted into liquid.

Examples of this are liquified nitrogen, and hydrogen,
and steam from water.

It depends on the kind of liquid, of course. If its water, it will become gas if its temp. reaches 100 degrees celcius.

On the other hand, liquid such as alchohol dries up very quickly.
