Actually they are collected and shipped back to the manufacturer for recycling.

I always throw mine in the garbage before checking out, I'm sure they can't reuse it because it has to be in a package before the next tenant checks in, but who knows some of the people that cleans the room may take them home for their use. lol ewwww

Soap can be recycled, but I don't think they bother. I imagine it just gets thrown away.
