see a dermatologist. your health insurance won't pay to have them removed though, it'll cost you out of pocket.

If they are spots from healed pimples you are stuck with them. The only way you will get rid of them is if you shed your skin and since you area human taht's not happening.

well what i would try is getting some black head remover and rub the cream on your back
if that don't work try getting a wart remover and freeze it !
