Do you mean the difference between federal and state jurisdiction? You have to provide some details or you won't get any relevant answers.

Jurisdiction depends on the motive ope randy. Some time it may go beyond the planet and some time within the geographycal boundary.

legally only in the us area controlled but the truth us government act as he own the whole world and acting as the police man of the universe and have all the right to judge what is better for the other in his own vested interest
