If there's a given price for a double room, does this mean that the price includes the expenses of You And One more person? Can someone please enlighten me? Thanks.

OK, I worked in hospitality, so here it goes. Twin room usually mean two separate beds in the same room while double room mean one large bed which sleeps two. Prices if not quoted per person per night (usually they are) would be per room. Mind you, every agency, hotel, hostel or whatever will always state is it the price per person per room or per room. I hope this clears it out.

You have to look carefully. If you are renting a hotel room, the room rate will usually cover two adults, if it is a double room. However, if you are booking a vacation, the rate is usually per person, based on the assumption that you are sharing a room with someone else. If you want to have a room to yourself, the rate will be higher.

A double room is for the room, not how many people are in it, so the price is what's quoted.
