When Los Angeles first started water conservation, they had a compaign to have people use less water by not flushing their toilet as often. The slogan (which many still remember to this day) was "If it's Yellow, let it mellow, if it's brown, flush it down."
Not sure you can use that, but it's a way of pointing out how conservation is more than just "Save Water". You want to give people specific ways of saving water which they had not thought of before.
