the short answers, yes. however, they were planning to invade Iraq even before they came into power. that is pre-911. if you want more information on their pre-911 iraqi war plan, google "project for a new american century". it was fathered by none other than Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, Jeb Bush, William Kristol, Richard Pearl, Elliot Abhrams, and others. Most of whom ended up in policy positions after Jan 2001.

At least with Viet Nam - you had a known foreign policy objective called "containment". I think there are dear few people who know the real answer why Bush chose to go into Iraq. The left's accusations that we went there to make Haliburton friends rich are laughable as is the administration's claim we went in there to prevent a WMD attack on the US.

No, not at all. The Taliban had to be removed from Afghanistan, for their role in providing a base of operations for alQaeda. Saddam had to be removed because of the instability he posed to the entire region, and because of his continued violations of UN resolutions. The sad thing is that Bush, by putting the force behind the UN resolutions, is propping up the false image that the UN continues to be meaningful or relevant.
