Ian r doesn't know what he is talking about. All the others above are correct on how to fix your situation. Its very easy to do.

Click on part of the bar that doesn't have task buttons, hold down the mouse button and drag it to the side of the screen where you want it to be, then release the mousebutton.

i think these people are reffering to the mac osx dock.
a windows toolbar, however, would be adjusted in the control panel found in the my computer folder. just brows the desktop settings until you find something about the toolbar, and give it a try.

by doing the same thing you did to put it up there, click on it and keep pressing the left mouse button and move your mouse to bottom of your screen it should move back to its original place.
you can put it on left side or right side..anywhere you like.
as long there are no check on "LOCK the taskbar" which you can access by right clicking your taskbar.

Click on it and then drag it to the bottom, then right click task bar, lock task bar.

right click and unlock it the you click on the arrow looking thing and the bring it down
