i have tried wd-40 and a hammer. neither works. any ideas?

Try moving the thumb adjustment screw on the back of the drum assembly body this will pull the brakes toward the center and allow the drum to release.

I had an issue with my car and the drum being the same way. The only way we got it off was to heat the drum up with some form of flame/torch. Just becareful not to burn anything else or have the torch set too high.

the heat will loosen it up and then you can use the hammer at the same time and bang it loose.

reaper is correct.if the drum feels loose then you will need to back the brake shoes off. you have worn the drum to the point that a ridge has developed and the shoes are stoping aginst this ridge. also , some of these drums have two threaded hols that you can put a bolt into. you can tighten these bolts to assist in pulling the drum off the hub. but back the shoes off first

apply light pressure to the back of the drum with prybar as you hit drum with bfh big f..cking hammer

oxy aceltyne torch heat between the wheel studs and smack it with a deadblo hammer

Brake Cleaner!! it eats up the rust so you can get down to the nitty gritty!
