Identify the ISP that owns the IP address, then report it to them along with the date and time of the offence (that information should have been provided by Yahoo Mail Abuse). It becomes the responsibility of the originating ISP to determine the actual user, although they probably will not release the information. Simply inform them of your intent to press charges, and request them to identify the user so that once a warrent is issued they will already have the information ready. Then call your local police department and file a complaint. Give them all the information you have gathered. That will make their job so much easier because then they already have probable cause and can quickly appear before a judge to get the warrent, and fax it over to the ISP and have them release the information so that the person can be issued a bench warrent (depending on the nature of the offense).

Now, having said that... Is it really worth it? Sometimes it's better to let things slide. You will put yourself through a lot of agony to get this done and it won't be easy or quick.

Good Luck.
